HIGH INSPECTOR OF JUSTICE OFFICIAL VISIT TO FRENCH COUNTERPART

High Inspector of Justice, Mr. Artur Metani was on a short working visit to Paris, to the General Inspection of Justice of France, where he was welcomed by his counterpart Mr. Christophe Straudo. During their meeting Mr. Metani and Mr. Straudo evaluated the practice of exchanging experiences over the years between the two inspection services, the one of France and of Albania, as well as their cooperation as part of the European Network of Inspection Services (RESIJ). The two counterparts shared ideas on the important role of the institutions they head, regarding work independence and the influence on the system, to ensure that magistrates uphold high professional and ethical standards, as a real contribution to strengthening citizens’ trust in justice and the rule of law.

The High Inspector of Justice had a working meeting with Prosecutor General of the French Court of Cassation, Mr. Rémy Heitz, who presented to Mr. Metani the constitutional changes of the previous year in France, the role of the High Council of the Judiciary in decision-making in disciplinary proceedings, in his capacity as chairman of this Council responsible for prosecutors, and also the issues of deontology, within his function as deputy director of the French National School for the Judiciary .

During the meeting with Judge Valérie Delnaud, who heads the cabinet of the Minister of Justice, the focus of the discussion was the similar challenges of the justice system in France and Albania, as well as the French experience, which focuses on the pre-disciplinary process, i.e. prevention, before the disciplinary sanctions for the judges and prosecutors.

Regarding this approach, the French Ministry of Justice has established the College of Deontology, which consists of famous names not only in justice, but also under the guidance of a seasoned expert of the system, judge François Feltz former chief of the French General Inspection of Justice, with whom Mr. Metani discussed issues of ethics and deontology of judges and prosecutors.

 

Issues of the deontology of judges and prosecutors as well as the exchange of professional experiences were at the center of the meeting that the High Inspector of Justice had with the director of the French National School for the Judiciary, Ms. Nathalie Roret. Director Roret presented to Mr. Metani the upcoming project of cooperation with the Albanian School of Magistrates.
