The methodology of preparing, conducting and analyzing classic thematic inspections, was the focus of the 5-day training activity, which took place in Tirana and Durrës, with the participation of the units of inspectors and assistant inspectors of the High Inspector of Justice Office.
The activity organized with the joint contribution of SEJIV (EU and EC project “Strengthening the Quality and Efficiency of Justice in Albania”) and EU4Justice, served, as High Inspector of Justice Mr. Artur Metani emphasized in his welcoming speech, the already established tradition of the HIJ Office for the systematic strengthening of the capacities of inspectors and assistants inspectors, and in this specific case, in conducting the classic thematic inspection, based on the best EU standards and practices.
In the first two days, the HIJ inspectors and assistant inspectors were trained on the methodology of organizing thematic inspections, the internal work of courts and prosecution offices, with the French and Romanian experiences presented by Mr. Vincent Delbos, former inspector magistrate of the General Inspectorate of Justice in France and Ms. Nicoleta Rhfir, former magistrate inspector of the Judicial Inspectorate of Romania.
The HIJ inspection teams also discussed on setting inspections standards, with reference to the practice of CEPEJ, the European Commission for Efficiency Justice.
During the two following days, two teams of HIJ inspectors, together with international experts, carried out an inspection mission in the Prosecution Office attached to the Court of First Instance of General Jurisdiction Durrës, according to the annual inspection calendar of the HIJ.
The training week was concluded in Tirana, with a special session with the unit of inspectors and assistant inspectors, where the main results, findings and recommendations were discussed, based on which a Guide to best inspection practices will be prepared.
