The European Network of Justice Inspection Services (ENJIS) was established in Paris in March 2017 as an initiative originating from France, in the presence of representatives of the European Union, the European Commission for the Efficiency of Justice (CEPEJ), and representatives from Belgium, the Czech Republic, France, Italy, Lithuania, Montenegro, the Netherlands, Poland, Portugal, Romania, Serbia, Slovenia, Spain, and the United Kingdom.<\/p>

The initiative aimed to identify ways in which national justice inspection services could play a more active role in the unified development of the European judicial area, as envisioned from the Treaty of Amsterdam to the Treaty of Rome.<\/p>

Despite existing functional and institutional differences, including whether inspection services operate under the Ministry of Justice or the Judicial Council, participants agreed on a fundamental common principle shared by all inspection systems: the necessity of independence in carrying out their duties.<\/p>

Considering this shared principle, participants engaged in discussions with representatives of the European Commission and CEPEJ regarding the potential role of national inspection services, acting within a common network, in evaluating the efficiency and quality of justice at the European level. They also explored opportunities for cooperation and coordinated training initiatives on a European scale.<\/p>

During the inaugural meeting of the Network, participants also proposed the development of cooperative training and exchange programs for justice inspectors from different countries.<\/p>

Furthermore, the inspection services committed themselves to actively contributing to the evaluation of the efficiency and quality of justice at the European level, particularly regarding European legal instruments and both civil and criminal legal aid mechanisms.<\/p>

In December 2021, the High Inspector of Justice of Albania (HIJ) was granted observer status within the Network, which at the time included Belgium, Bulgaria, France, Italy, Spain, Portugal, and Romania.<\/p>

On October 19, 2023, the members of the Network unanimously decided to grant full membership status to the High Inspector of Justice of Albania.<\/p>

Since December 2021, HIJ has actively participated in all RESIJ activities, both within member states and outside the European Union.<\/p>

As of 2026, the active members of RESIJ are Albania, Belgium, Bulgaria, France (which currently holds the RESIJ Presidency), Italy, Moldova (which joined RESIJ in 2025), Portugal, Spain, and Romania.<\/p>

Le R\u00e9seau Europ\u00e9en des Services d\u2019Inspection de la Justice (RESIJ) a \u00e9t\u00e9 cr\u00e9\u00e9 \u00e0 Paris en mars 2017 \u00e0 l\u2019initiative de la France, en pr\u00e9sence de repr\u00e9sentants de l\u2019Union europ\u00e9enne, de la Commission europ\u00e9enne pour l\u2019efficacit\u00e9 de la justice (CEPEJ), ainsi que de repr\u00e9sentants de la Belgique, de la R\u00e9publique tch\u00e8que, de la France, de l\u2019Italie, de la Lituanie, du Mont\u00e9n\u00e9gro, des Pays-Bas, de la Pologne, du Portugal, de la Roumanie, de la Serbie, de la Slov\u00e9nie, de l\u2019Espagne et du Royaume-Uni.<\/p>

Cette initiative visait \u00e0 identifier les moyens par lesquels les services nationaux d\u2019inspection de la justice pourraient jouer un r\u00f4le plus actif dans le d\u00e9veloppement harmonis\u00e9 de l\u2019espace judiciaire europ\u00e9en, tel qu\u2019envisag\u00e9 depuis le Trait\u00e9 d\u2019Amsterdam jusqu\u2019au Trait\u00e9 de Rome.<\/p>

Malgr\u00e9 les diff\u00e9rences fonctionnelles et institutionnelles existantes, notamment le rattachement des services d\u2019inspection soit au minist\u00e8re de la Justice, soit au Conseil sup\u00e9rieur de la magistrature, les participants se sont accord\u00e9s sur un principe fondamental commun \u00e0 tous les syst\u00e8mes d\u2019inspection: la n\u00e9cessit\u00e9 de l\u2019ind\u00e9pendance dans l\u2019exercice de leurs fonctions.<\/p>

\u00c0 la lumi\u00e8re de ce principe commun, les participants ont engag\u00e9 des discussions avec les repr\u00e9sentants de la Commission europ\u00e9enne et de la CEPEJ concernant le r\u00f4le potentiel des services nationaux d\u2019inspection, r\u00e9unis au sein d\u2019un r\u00e9seau commun, dans l\u2019\u00e9valuation de l\u2019efficacit\u00e9 et de la qualit\u00e9 de la justice au niveau europ\u00e9en. Ils ont \u00e9galement examin\u00e9 les possibilit\u00e9s de coop\u00e9ration et de formation coordonn\u00e9e \u00e0 l\u2019\u00e9chelle europ\u00e9enne.<\/p>

Lors de la r\u00e9union inaugurale du R\u00e9seau, les participants ont \u00e9galement propos\u00e9 la mise en place de programmes de formation coop\u00e9rative et d\u2019\u00e9changes destin\u00e9s aux inspecteurs de justice de diff\u00e9rents pays.<\/p>

En outre, les services d\u2019inspection se sont engag\u00e9s \u00e0 contribuer activement \u00e0 l\u2019\u00e9valuation de l\u2019efficacit\u00e9 et de la qualit\u00e9 de la justice au niveau europ\u00e9en, notamment en ce qui concerne les instruments juridiques europ\u00e9ens ainsi que les m\u00e9canismes d\u2019aide juridictionnelle en mati\u00e8re civile et p\u00e9nale.<\/p>

En d\u00e9cembre 2021, le Haut Inspecteur de la Justice d\u2019Albanie (HIJ) a obtenu le statut d\u2019observateur au sein du R\u00e9seau, qui comprenait alors la Belgique, la Bulgarie, la France, l\u2019Italie, l\u2019Espagne, le Portugal et la Roumanie.<\/p>

Le 19 octobre 2023, les membres du R\u00e9seau ont d\u00e9cid\u00e9 \u00e0 l\u2019unanimit\u00e9 d\u2019accorder au Haut Inspecteur de la Justice d\u2019Albanie le statut de membre \u00e0 part enti\u00e8re.<\/p>

Depuis d\u00e9cembre 2021, le HIJ participe activement \u00e0 toutes les activit\u00e9s du RESIJ, tant dans les \u00c9tats membres qu\u2019en dehors de l\u2019Union europ\u00e9enne.<\/p>

En 2026, les membres actifs du RESIJ sont l\u2019Albanie, la Belgique, la Bulgarie, la France (qui assure actuellement la pr\u00e9sidence du RESIJ), l\u2019Italie, la Moldavie (qui a rejoint le RESIJ en 2025), le Portugal, l\u2019Espagne et la Roumanie.<\/p>
