HIGH INSPECTOR OF JUSTICE HELD A WORKING VISIT TO KOSOVO

High Inspector of Justice Mr. Artur Metani, accompanied by a delegation from the HIJ inspection unit, held a working visit to Pristina, where he met with leaders of justice institutions and the academic staff of the Faculty of Law of the University of Pristina.

In the meeting held with the Head of the Supreme Court of Kosovo, Mr. Fejzullah Rexhepi and the judge of the Supreme Court, Mr. Qerim Ademaj, High Inspector of Justice Mr. Artur Metani first focused on the role and functions of the Office of the High Inspector of Justice in relation to the reviewing of complaints, disciplinary investigations and inspections of magistrates.

The Head of the Supreme Court informed the High Inspector of Justice about the functions of the Court he leads, as well as the competence that the Supreme Court has in reviewing complaints of judges and prosecutors in Kosovo, against the decisions of the Disciplinary Commissions of the respective Councils.

Mr. Metani and Mr. Rexhepi concluded that the building and strengthening of professional relations between the two institutions contributes to the promotion of ethical and professional standards in the justice systems of the two countries.

The High Inspector of Justice and the delegation that accompanied him held a working meeting at the Kosovo Judicial Council, where they were hosted by the Chairman of the Judicial Council Mr. Albert Zogaj, the Deputy Chairman of this Council Ms. Arjeta Sadiku, the Chairman of the Committee of Performance Evaluation for Judges, Ms. Teuta Brahimi, as well as the General Director of the Secretariat of the Kosovo Judicial Council, Mr. Shkëlzen Maliqi.

Mr. Metani thanked Mr. Zogaj for his participation and engagement in the regional conference of inspection services, which was held in Tirana on 25-26 September 2025, praised the inter-institutional cooperation, emphasizing the importance of exchanging best professional practices and institutional experiences.

Praising the excellent inter-institutional cooperation, Chairman Zogaj informed the High Inspector of Justice on developments within the judicial system of the Republic of Kosovo, including reform processes, the advancement of accountability and integrity mechanisms, as well as the challenges faced by the Kosovo Judicial Council.

The two interlocutors agreed to intensify cooperation and develop joint initiatives in the future, including through professional exchanges in the respective institutions.

A special stop of the working visit of the High Inspector of Justice in Kosovo was at the Faculty of Law of the “Hasan Pristina” University, with which HIJ has a cooperation agreement, since October 2022.

In the meeting with the Dean of the Faculty of Law, Mr. Avni Puka and the academic staff of this Faculty, the cooperation so far was considered quite productive, especially with the study visits of students of the Faculty of Law of Pristina to the Office of the High Inspector of Justice, and ideas were presented for future cooperation, as a legacy of generations, but also for the consolidation of justice institutions, since today’s students are the future part of the system in Kosovo.
