Artur Metani is the High Inspector of Justice elected by the Parliament of Albania pursuant to decision no 2/2020 with 98 votes.
“The motive which justified such a deep reform in the system was to restore the public trust in justice and the High Inspector of Justice aims to accomplish this mission. Personally, I would like to leave office at the end of my term thinking that I strived and did something for my country. I contributed to the Albanian development. ”

The High Inspector of Justice is a new constitutional institution responsible for the verification of complaints, investigating disciplinary violations and initiating disciplinary proceedings against judges and prosecutors of all levels, members of the High Judicial Council, members of the High Prosecutorial Council and the Prosecutor General.

October 22, 2018 – January 20, 2020

Responsible for the management, organization, supervision and proper functioning of the State Attorney Institution; for the adoption of special rules for the unification of counseling practices, representation and mediation, followed by state attorneys; representation of the Republic of Albania before the European Court of Human Rights, as a government agent, etc.

The Board of Directors governs and oversees the academic and administrative activities of the School of Magistrate for achievement of the goals and duties provided by law no. 115/2016.

Responsible for reviewing and evaluating the process of drafting legislation and regulations of the Council of Ministers, preliminary reports of economic-financial and regulatory impacts, as well as coordinating the work in order to ensure the smooth running and guarantee the legitimacy of the activity of the Council of Ministers; responsible for coordinating the impact assessment process for proposals submitted to be included in the General Analytical Plan of Acts, for the programming of acts and their monitoring.

Responsible for reviewing and evaluating the process of drafting legislation and regulations of the Council of Ministers, preliminary reports of economic-financial and regulatory impacts, as well as for coordinating work in order to ensure the smooth running and guarantee the legitimacy of the activity of the Council of Ministers ; responsible for coordinating the entire process of monitoring legislation adopted by the Council of Ministers, including bylaws and regulatory; responsible for coordinating all internal control and anti-corruption policies at the central and local levels of government.

Responsible for providing legal advice and opinions for the President of the Republic on the constitutionality and legality of acts signed by the President, legal correspondence with institutions or individuals; representation of the Institution of the President before the Constitutional Court as well as other courts of the judicial system.

Responsible for providing legal expertise to the European Union Delegation, on the developments in Albania, in relation to the Constitution of the Republic, state institutions, relations between independent institutions, electoral processes as well as other related legal issues.

Responsible for the quantitative and qualitative monitoring of Strategic Objectives of the Justice Strategy, in the framework of the project: “Monitoring of the Cross-cutting Justice Strategy in order to promote reform in the justice system”, a project of the Open Society Foundation for Albania (OSFA).

Responsible for the study, preparation and adaptation of 25 case studies, in the framework of the project “European Court of Human Rights and Respect for Private and Family Life in Albania” (Article 8 of the European Convention on Human Rights).

Responsible for drafting legal expert opinion on the immunity of judges in Albania. The report, in the framework of the project “Consolidation of the Justice System in Albania” (EURALIUS), describes the history of the immunity of judges in Albania, amendments to the Constitution, Criminal Procedure Code, judicial interpretations, among others.

Advisory body to the Prosecutor General responsible for reviewing performance evaluation, providing opinions on the violations committed by the prosecutors, among other issues.

The Council performed the functions of the disciplinary commission for the State Attorney Office, approved the rules of procedure and the criteria for the distribution of cases, etc.

Responsible for drafting legal expert opinions on various aspects of the criminal justice system in Albania, within the framework of the project “Assistance Mission of the European Community Police in Albania” (PAMECA).

Engaged in promoting and respecting human rights and freedoms.

Responsible for the preparation of seminars and lectures (for numerous student groups) in the field of Albanian Constitutional Law, from a comparative perspective, including the study of political systems, normative system and fundamental rights of the individual.

Responsible for the overall management of the Justice Program, in order to improve the legal, economic and social standards in Albania, for the development of the country and in the accelerated integration into the European Union, through the implementation and coordination of projects in the field of legal education and justice system.
