Since October 2025, Ms. Elsa Miha has been seconded for a 5-year term, as a magistrate inspector at the Office of the High Inspector of Justice.
In 2001, she graduated from the Faculty of Law at the University of Tirana with the title of “jurist”, and since 2023 she has been a doctoral candidate at this Faculty.
In the period 2002-2005, she completed her studies at the School of Magistrates, obtaining the title of “prosecutor”. In the period 2004-2005, she served as a prosecutor in training at the Prosecution Office of Berat Judicial District.
In the period 2005-2015, she served as a prosecutor at the Prosecution Office of Fier Judicial District, where she also held the functions of Head of the Joint Investigation Unit for Economic Crime and Corruption (Taskforce) and Deputy Head of the Prosecution Office.
In the period 2015 – 2025, she served as a prosecutor in the Prosecution Office at the Court of First Instance of General Jurisdiction, Tirana, in important sections such as: prosecutor in the Joint Investigation Unit for Economic Crime and Corruption (Taskforce), prosecutor in the Cyber Crime Unit, prosecutor in the Special Section established regarding money laundering and property investigation, etc. In the Prosecution Office at the Court of First Instance of General Jurisdiction Tirana, Ms. Miha was Head of the Section for Economic and Financial Crime, as well as Head of the Section for the Execution of Criminal Decisions and Juvenile Proceedings. Since 2018, at this prosecution office, Ms. Miha has also served as the Leading Magistrate (Mentor) for students at the School of Magistrates.
Ms. Miha has been engaged as an external lecturer in the faculties of law in public and non-public universities in the country and as a facilitator/expert in the ongoing program for the training of judges and prosecutors at the School of Magistrates.
She is also the author and co-author of a number of scientific papers and a participant in national and international conferences.
Since 2003, she has participated in various working groups and trainings in the country and abroad, in some of which she has been in the capacity of an expert.
Ms. Miha speaks English and Italian.
