Since December 2025, she has been working as an Assistant Inspector at the Office of the High Inspector of Justice.
She graduated with the title of “Jurist” in 1998, at the Faculty of Law, University of Tirana, and in 2011, she completed the second-level Master of Science study program at the Department of Civil Law.
Ms. Rovena Zoto has extensive work experience as a jurist and manager in public administration in the Legal Department of the Tirana Regional Tax Directorate, and then in the General Legal Directorate of Assets and Licensing in the Municipality of Tirana.
She has participated in trainings at home and abroad, as well as in various national and international conferences.
She is fluent in English.
