MORE EFFECTIVE MONITORING OF THE JUDICIAL SYSTEM BY HIJ AND COOPERATION WITH HIDAACI

The High Inspector of Justice Office has drawn up a measurement plan, with a view to further improving the monitoring efficiency of the judicial bodies activity, as well as guaranteeing a fair and accountable system for magistrates.

In this context, High Inspector of Justice Mr. Artur Metani and Head of HIDAACI Ms. Evgjeni Bashari signed a cooperation agreement, with the common goal of strengthening the rule of law, the fight against corruption and conflict of interests through the exchange of information on the assets audit as well as cases of conflict of interests of judges and prosecutors of all levels, members of the High Judicial Council, the High Prosecutorial Council, the Prosecutor General, to whom the High Inspector of Justice, in compliance with his legal functions and powers, carries out the verification of complaints, the investigation of disciplinary violations and the initiation of disciplinary proceedings.

Meanwhile, in the context of conducting disciplinary investigations and institutional and thematic inspections, under the condition of no accessible electronic information system for the bodies of the justice system, the High Inspector of Justice deems that the provision of periodic data or the generation of statistical and analytical reports of important aspects of the operation and administration of courts and prosecution offices is very important.

For this purpose, the High Inspector of Justice has issued the order to obtain periodic information every 6 months, from January 10, 2024, from the presidents of courts and heads of prosecution offices throughout the country, on the volume of work, the assignment of cases, requests for abstention, compliance with deadlines or various problems found by courts and prosecution offices etc.
