“PETRO NINI LUARASI” HIGH SCHOOL GRADUATES, STUDY VISIT TO HIJ

The Office of the High Inspector of Justice hosted today a group of high school graduates from the “Petro Nini Luarasi” high school in Tirana, for a study visit to HIJ which is a consolidated practice of the institution in the framework of informing through legal education of young people, not only with educational institutions in Tirana, but also in the districts. At the start of the activity, the young people were greeted by the High Inspector of Justice Mr. Artur Metani, who among other things noted that it is important for HIJ to be as close as possible to schools, while explaining to them the concept of separation of powers, their independence and the role of HIJ between the three powers, the executive, the legislative and the judiciary. Mr. Metani said that the Constitution has provided for the HIJ as a mechanism to check and supervise the work of the judiciary, regarding violations or abuses, but without violating their independence in decision-making.

Next, the non-magistrate inspector Ms. Joana Sorraj and the assistant inspector Mr. Julis Zebi, introduced the graduates to how the Office of the High Inspector of Justice functions and how it can be used by citizens. They explained to the graduates the role and functions of the HIJ, the ways in which the work of the institution is carried out in practice and the challenges to make the justice system more efficient and more reliable for the public. The graduates also learned how to file a complaint with the HIJ, who has the right to file a complaint and whether the High Inspector of Justice himself can initiate a disciplinary procedure even without a complaint (meaning on his own initiative).

Inspector Joana Sorraj and Assistant Inspector Julis Zebi responded to the interest of high school students, who aspire to continue their studies in law, on the work processes of inspectors, the deadlines for reviewing complaints, the admissibility of a complaint and the position of the magistrate, during an investigation and disciplinary proceedings. Inspector Joana Sorraj emphasized the importance that the institution gives to respecting the independence of magistrates, the balance with their accountability, as well as the legitimate interest of citizens in the way justice is administered. Also, a point of discussion was related to the inspections of the HIJ in courts and prosecution offices and the results of these inspections.

Another topic that was discussed was the monitoring role of the HIJ in the justice system, through inspections in courts and prosecution offices, as well as the results that emerge from these inspections.

This study visit is part of the activities that the Office of the High Inspector of Justice organizes inside and outside the institution with various social groups, within the framework of the 2026–2028 program for information, legal education and public awareness, with the aim of acquiring legal knowledge and raising awareness about the importance of law application.
