OFFICIAL VISIT OF THE HIGH INSPECTOR OF JUSTICE TO THE STATES OF TEXAS AND FLORIDA, USA

As part of an official visit to the United States of America, the High Inspector of Justice, Mr. Artur Metani, conducted a visit to the state of Texas, during which he held a series of high-level institutional meetings with representatives of public institutions and actors of the justice system. These meetings were organized with the support of Mr. Harry Hardman, member of the Conroe County Council, as well as the organization Open Gov Hub Albania, with the aim of strengthening inter-institutional dialogue and promoting the exchange of experience and best professional practices between the institution of the High Inspector of Justice and other public institutions in the United States of America.

In honor of the High Inspector of Justice’s visit to the state of Texas, the welcome was marked by a symbolic one-day flag-raising ceremony in Austin, at the Texas State Capitol, as an act of particular protocol and institutional significance. Subsequently, during an official ceremony held in the presence of local authorities, as a sign of appreciation and mutual inter-institutional respect, the flag was presented to Mr. Metani on behalf of Mr. Will Metcalf, Member of the Texas House of Representatives (District 16), by the Mayor of Conroe, Mr. Duke Coon.

As part of the official agenda, the High Inspector of Justice also visited the Bush School of Government and Public Service at Texas A&M University, where he was received by Executive Associate Dean Prof. Maria Escobar-Lemmon and Associate Dean Prof. Robert R. Shandley. During this meeting, issues related to academic programs and the essential role of continuous professional training in strengthening and developing the institutional capacities of the High Inspector of Justice were discussed in depth. In this context, the parties identified concrete areas of cooperation and discussed the establishment of a sustainable and long-term inter-institutional partnership between the university and the Office of the High Inspector of Justice, aimed at promoting the exchange of academic programs, knowledge transfer, and the delivery of specialized training for the staff of the Office of the High Inspector of Justice by the Bush School.

The High Inspector of Justice, Mr. Artur Metani, was also received at the Montgomery County District Attorney’s Office by District Attorney Mr. Mike Holley. During this meeting, the interlocutors exchanged in detail their institutional experiences and best professional practices to be followed to enhance independence, accountability, ensure the institutional integrity of prosecutors, and further consolidate the principles of the rule of law in a democratic society. At the conclusion of the meeting, Mr. Holley presented Mr. Metani with a certificate from the District Attorney’s Office in honor of the visit, with the following citation:

“Your work reflects the highest principles of integrity, accountability, and public service, strengthening the pursuit of justice both within your nation and across the global community.”

During the visit, the High Inspector of Justice held a meeting with Judge Jay Wright of the 9th Court of Appeals of Texas, as part of an exchange of experiences on the organization, functioning, and standards of judicial practice.

As part of the visit to Texas, the High Inspector of Justice was invited to the Montgomery County Veterans Memorial Park, where he was closely acquainted with the mission, role, and activities of this center, which is dedicated to honoring the sacrifices of United States veterans, active-duty military personnel, and first responders from all states. On this occasion, he was presented with a certificate of appreciation for his visit, as an expression of institutional gratitude.

Continuing the official visit to the United States of America, the High Inspector of Justice also conducted a working visit to the state of Florida, accompanied by the visit organizer, Dr. Judithanne Scourfield McLauchlan, Associate Professor of Political Science at the University of South Florida, St. Petersburg. During his stay in Florida, the High Inspector of Justice held a series of meetings with magistrates and representatives of academia, with a particular focus on analyzing different models of organization and functioning of the justice system in the United States, as well as the standards of institutional integrity of magistrates. In this context, meetings were held with U.S. Magistrate Judge Natalie Hirt Adams of the Middle District of Florida, as well as with Judges Pat Siracusa and Keith Meyer of the 6th Judicial Circuit of Florida, where opinions and experiences were exchanged regarding mechanisms of justice administration, judicial ethics, and procedural guarantees aimed at strengthening the rule of law and legal certainty.

Subsequently, the High Inspector of Justice also held a meeting with Dr. Thomas Smith, Interim Regional Chancellor and Vice Rector for Academic Affairs at the University of South Florida, St. Petersburg. During this meeting, discussions focused on issues related to inter-institutional cooperation, the development of joint academic and professional programs, and the creation of sustainable mechanisms for the exchange of expertise and the strengthening of institutional capacities of the staff of the Office of the High Inspector of Justice.

These meetings constitute an important step toward deepening international cooperation and further advancing reforms in the justice system, aiming to consolidate the institutional standards of the High Inspector of Justice and align them with international best practices. In this context, these engagements are intended to increase public trust in the justice system and strengthen the institutional capacities of the Office of the High Inspector of Justice, in line with the principles of the rule of law and contemporary standards of democratic governance.
