Arlind Lugji holds the position of Assistant Inspector at the Office of the High Inspector of Justice since July 2025.
He graduated with the title of “Jurist” in 2010 at the Faculty of Law, at the “Luigj Gurakuqi” University in Shkodër. He is currently completing his master’s degree in European studies at the Centre International de Formation Européenne (CIFE), in Berlin.
Upon completion of his studies in the period 2010-2014, Mr. Lugji worked as a lawyer at the Real Estate Registration Office, at the Ministry of Justice. In the period 2014-2017, lawyer in the legal department of the “Electricity Distribution Operator” Tirana.
As a legal expert and project manager, he has been engaged in projects of the Open Society Foundation for Albania (2015-2021), the Swiss Agency for Development and Cooperation (2017), the OSCE Presence in Albania (2019), the Foundation for Local Autonomy and Governance (2019-2020)
In the period 2020-2024, Mr. Lugji held the position of legal advisor to the International Monitoring Operation in Albania, while in July-September 2024 he served as legal advisor to the Appeals Chamber.
He has participated in trainings, seminars and academic courses inside and outside the country in the field of law, leadership and human rights and is the author of a policy document on local governance.
He speaks English and French language.
