HIGH INSPECTOR OF JUSTICE PARTICIPATES IN RESIJ GENERAL ASSEMBLY

High Inspector of Justice Mr. Artur Metani has participated in the General Assembly of the European Network of Justice Inspection Services (RESIJ).  HIJ has been part of RESIJ for a year, with observer status, among the counterpart institutions of EU member countries, specifically the General Inspectorate of Justice France, which has the rotating presidency of RESIJ, the Frenchspeaking Advisory and Investigation Commission of the High Council of Justice Belgium, the Inspectorate to the Supreme Judicial Council of Bulgaria., the General Inspectorate of Justice of the Italian Ministry of Justice, the Inspection Service of the General Council of the Judiciary Spain, High Judicial Council of Portugal, Judicial Inspection  Romania.

During the RESIJ General Assembly, which was held in Brussels and hosted by the Belgian High Council of Justice, the network members discussed the report for the work done during 2022 and the program for 2023. They also presented the nature and typology of the work of each inspection service.

In his presentation, High Inspector of Justice Metani made a comparative overview of all network services and presented ideas related to the future focus of RESIJ work and cooperation with European Union institutions

“Although there is no unique and single model that applies to all countries equally, due to their organisation and operation forms, said Mr. Metani, at the core of the activity of the justice inspection services should be the respect for the principle of separation of powers. Because today almost all our countries face a great challenge. How to build an efficient and independent justice system. How to make magistrates fairer and more impartial, as well as how to strengthen their integrity. In this process, we, the inspection services, have an important contribution.”

Underlining the importance of the ongoing cooperation, through the exchange of experiences, the unification of methods and best practices in accordance with the standards of democracy and the rule of law, the creation of legal, administrative or practical cooperation mechanisms, the exchange of data, or mutual legal assistance between member states, Mr. Metani said that a well-defined strategy is required from RESIJ so as to inspire dialogue, promote consultation, build consensus and cooperation with the view to engaging and making different actors participate, both by the member countries of the Council of Europe, and those of the European Union.

“By doing so, all of us will contribute to the proper functioning of the justice system bodies and to the improvement of the quality of the justice system, achieving thus our common goal,” said the High Inspector of Justice.
