SELECTION OF THE DEPUTY HIGH INSPECTOR OF JUSTICE

High Inspector of Justice carried out the procedure for the selection of the Deputy High Inspector of Justice, in accordance with Law No. 115/2016, as amended, and Decision No. 65, dated 09.11.2023.

After reviewing the submitted candidacy and conducting a secret ballot by the General Meeting of Inspectors, the latter decided to propose to the High Inspector of Justice the candidacy of Ms. Elena Pelushi for appointment as Deputy High Inspector of Justice.

After taking into consideration the advisory opinion of the General Meeting of Inspectors,  High Inspector of Justice Mr. Artur Metani decided to appoint Ms. Pelushi to this position.

Deputy High Inspector of Justice, Ms. Elena Pelushi, graduated from the School of Magistrates in 2002, with a specialization in prosecution. Subsequently, she served as a prosecutor until February 2021 when she was seconded to the Office of the High Inspector of Justice to perform the duties of magistrate inspector.

During her career as a prosecutor, Ms. Pelushi has been engaged in many professional trainings organized by the School of Magistrates, Prosecutor General Office as well as various national and international institutions and organizations. She speaks French, Italian, and English.

Deputy High Inspector of Justice exercises all the powers of the High Inspector of Justice in the absence of the latter, or when the position is temporarily vacant, with the exception of institutional powers related to issuing orders for the proper functioning of the institution, verifying complaints, investigating violations and conducting inspections as well as ensuring compliance with ethical and professional rules by inspectors and administrative staff. Deputy High Inspector of Justice serves a term of two years with the possibility of reappointment.
