Since October 2026, Mr. Elis Kuçi has held the position of Director of the Directorate of Support Services at the High Inspector of Justice. Mr Kuçi’s contribution to the HIJ began in February 2022, and until October 2026, he held a series of supervisory positions in several sectors, within the Directorate of Legal Services and the Directorate of Finance and Support Services ,where he supervised the management of the provision of information to citizens regarding the competencies of the Office of the High Inspector of Justice.
Mr. Kuçi completed his Bachelor’s degree in Journalism and Communication at the Faculty of History and Philology, University of Tirana, in 2008, as well as his Master of Science degree in Media Management and Administration at the same faculty in 2012.
Mr. Kuçi is currently enrolled in the Advanced Leadership Programme, an executive Master’s programme in“Justice and Good Governance” at the Faculty of Law, University of Tirana.
Previously, he completed the one-year initial training programme offered to candidates for mediators, in accordance with the provisions of Law No.10385/2011 “On Mediation in Dispute Resolution”.
With a professional career of 19 years, which began in the media field, Mr. Kuçi was engaged during the years 2013–2018 as spokesperson at the High Council of Justice, to continue his service at the High Judicial Council as Coordinator for the Right to Information and Specialist for Media Relations.
Throughout his career,he has served as an external lecturer at the Faculty of Humanities of the “Aleksander Xhuvani” University of Elbasan, and has participated in various training programmes and conferences in fields related to his functions, including the School of European Integration in 2024.
