In my capacity as the Head of the Office of the High Inspector of Justice, I am pleased to share with you this message about the establishment and functioning of our institution. As of February 1, 2020, the High Inspector of Justice has been operational as a new constitutional body tasked with verifying complaints, investigating disciplinary violations, and initiating disciplinary proceedings against judges and prosecutors of all levels, members of the High Judicial Council, members of the High Prosecutorial Council, and the Prosecutor General. It also holds responsibility for institutional inspections of courts and prosecution offices.
As a newly established institution, fostering a culture of independence, professionalism and efficiency is both a legal responsibility and an ongoing challenge. In this regard, setting clear standards for the review of complaints, ensuring their timely handling, and proactively investigating disciplinary breaches is a matter of immediate and strategic importance.
I believe that increasing the accountability of judges and prosecutors in performing their duties and at the same time encouraging individuals and institutions entitled by law to report observed violations are key tools in overcoming a culture of indifference or tolerance towards unlawful or improper conduct. This process must strike a careful balance between the public interest in the administration of justice and the fundamental principles of legality, fair and impartial adjudication, and the separation of powers.
Achieving this goal requires continuous and close cooperation between the Office of the High Inspector of Justice and citizens, institutions, the media and civil society organizations, all of whom can play an important role by reporting facts or violations potentially committed by magistrates.
