TAIEX AND HIJ TRAINING ON MAGISTRATES’ DISCIPLINARY ISSUES

An online training with the HIJ staff – Inspectors, Assistant Inspectors, Legal Advisers and Legal Directors, was conducted by the European Union Expert Mission TAIEX, in cooperation with the High Inspector of Justice Office focusing on magistrates’ disciplinary matters.

In his welcoming speech, the High Inspector of Justice Mr. Artur Metani thanked the TAIEX mission, which has continuously provided expertise to Albanian institutions, and the training team from Spain, a country that has been used as a reference by Albania in many justice issues.

The training purpose was to gain in-depth knowledge on the implementation of legislation in certain countries of EU, especially in Spain, on the organization and functioning of institutions authorized to conduct investigations and disciplinary proceedings against magistrates, disciplinary matters of magistrates (judges and prosecutors), international methodologies and standards for the investigation and the disciplinary proceedings  by the Spanish institutions, the compliance with the EU legal framework and jurisprudence on disciplinary violations of the magistrates.

The trainers were prominent members of the General Council of the Judicial Inspection Service and the General Prosecutor’s Office of Spain.

The trainers presented technical sessions on magistrates’ disciplinary measures including the methodology and standards applicable to disciplinary matters, the legislation and disciplinary regime of magistrates, the organization and functioning of the General Judicial Council in disciplinary matters, the international jurisprudence and standards good practice, the support of  the activity management in courts, rules on how inspections are conducted, as well as  actions related to the management and improvement of the quality of public service to the citizens of the Justice Administration.
